If it's going to be taking up, say, a sixteenth of the screen and put into a corner, 240p should still be fine. If it's going to be larger or on the side, you should go for 360p minimum, 720p maximum, 480p ideally. 30fps still is fine. This will be better with 480p.
WebJan 12, 2015 · I often resize PAL DVDs to 960x540 as it's exactly 16:9 and it cuts the required bitrate down a little compared to 1024x576 (and doesn't tend to reduce the picture detail compared to 1024x576). I'd have considered anything from PAL down to be SD though (anything with a 1024x576 or lower resolution) so that'd include 960x540. Windows has recently taken that off of their list of valid modes for resolutions, which was more than likely unintentional.
