WebIntune doesn't store Bitlocker recovery keys, it just shares what Azure has. I would say this is more of a organization policy problem than a technical Intune/Azure problem. If a device becomes stale, that's another way to say the device is no longer needed and all data on it is void. If it is needed, it probably should be wiped again to be used.
